With GeoServer you have two options - an image with an error message in it,
or an XML description of the same error message. The usual approach to
avoiding erroneous layer names is to provide the user with a layer chooser
widget rather than spelling out the name himself. GeoExt has some widgets
that might be of use to you if you want to go that way.
There is also the possibility of using CSS to make the failed tiles fully
transparent - see this thread on the OpenLayers mailing list:
