Ciao Simon, I am nost sure what you are trying to do, but I guess you are expecting the GeoServer to do something it does not actually do. GeoServer it is not a file server, it is rather an OGC server which can responde to responses in OGC protocols like WMS and WFS once you have ingeested your shapefile.
