Not really. We really would need some developer willing to contribute
that routinely uses various scripts other than western ones to keep
up that aspect of GeoServer. Unfortunately at the moment, and to the limits
of my knowledge, all active developers are from (or work into) some country
using western charsets.

In the meantime you can try out the latest GeoServer version (2.1-RC2)
and if thing do not work there either prepare a shapefile that you can share,
an SLD and a GetMap request to reproduce the issue, possibly along
with a screenshot showing how the chars should look like, attach everything
to a bug report on jira.codehaus.org and wait for someone to have time
and skill to solve it.
