Hi Andera, I tried 2.1-RC2 but it shows same output, I created a ticket at jira with all the information you asked for. Do you think this issue is related to shape file only or any data source type, for example if I use other source such as postGIS, does it solve the issue?

Unfortunately at the moment, and to the limits of my knowledge, all active developers are from (or work into) some country using western charsets. In the meantime you can try out the latest GeoServer version (2.1-RC2) and if thing do not work there either prepare a shapefile that you can share, an SLD and a GetMap request to reproduce the issue, possibly along with a screenshot showing how the chars should look like, attach everything to a bug report on jira.codehaus.org and wait for someone to have time and skill to solve it.
