GEOSDOC was deprecated in favor of the new documentation (http://docs.geoserver.org). Looks like that particular tutorial was never ported over.

From a quick glance, I can see that it's old enough to have never been updated to reflect GeoServer 2.0, and so I can't guarantee that the tutorial will even work as it stands.
