Case insensitive like should be supported by adding matchCase="false" in OGC
xml filters,
cql support for an "ilike" is requested here:

I think there has been some movement on it but not sure if a patch has been
committed or not.
In cql I believe yon can do something like
strUpper(myAttribute) like 'ABC%'
