Hi everyone,
i've got a similar problem under GeoServer 2.1 RC4.
Trying to setup a WMS by World Image Store, added a Raster.gif with
Raster.gfw (Projection EPSG:31467),
the calculated Bounding Boxes seems to be correct, but the Layer
Preview/QGIS appiers blank.
Any idears?
If it helps i can upload an example raster.gif raster.gfw

isn´t enough anymore because GeoServer 2.1 also serves WMS 1.3.
(OFCOURSE!)
QGIS needs more:
.../geoserver/wms?service=wms&version=1.1.1&request= ...
That is why I got QGIS "mixed up" in both WMS 1.1.1 and WMS 1.3 with a
blank screen as a result!
Back to real GeoServer/QGIS/PostGIS work and my preparations for
ICC/ICA in Paris (/Methods for visualization enhancement in
multi-source Web Mapping Services using basic cartography rules/) and
my GeoServer/SLD Workshop at FOSS4G in Denver! Regards Anders Söderman

I've just tried QGIS 1.6 against my local GeoServer:
- if I provide the WMS 1.1 caps link everything works
- if I provide the WMS 1.3 caps link the layers in geographic
coordinates do not work... maybe
QGis is not handling the WMS 1.3 axis flipping?
It may be so, see this bug report:

In fact QGIS 1.6 cannot handle that wms 1.3 server either.
