I dabbled with GeoServer a year or two ago, so I'm not entirely 
unfamiliar with it, but I haven't touched it for a while.

Suddenly a project has popped up for which I think GeoServer is a good 
way to go, and I'd like to get any quick-start suggestions I can, so I 
can get up and going with GeoServer again as quickly as possible.

I want to be able to serve a web map to some number of client machines 
(not a large number, say 10 or so).

The map will be of North America, divided into ARRL "sections" (amateur 
radio regions, many of which are whole states, but the larger states are 
divided into two or more sections).  I may have to build that dataset 
myself, which I can probably muddle through in ArcMap and produce a 
shapefile, if I have to.

For each section's polygon, I want to be able to  symbolize the polygon 
according to data that will be constantly changing, and that data will 
not be stored in the shapefile, but come from some other not-yet-defined 
source (web service, probably, or a flat file that gets periodically 
updated).  Ideally each polygon's color would render based on a 
numerical value (from the web service or flat file), as well as display 
the numerical value (plus a static label identifying the section) within 
the polygon.

I'm comfortable with Tomcat, so will probably use the .war file 
distribution of GeoServer, and the server will probably be Windoze of 
some flavor.

I'd rather not add the overhead of having to set up a spatial database 
(like PostreSQL), but if that's what I need to do in order to get the 
dynamic symbolization, so be it.  But some file-based option would be 
preferred, for simplicity and expediency.

Mediocre performance is acceptable (2-3 seconds to render the map would 
be okay).  Hardware that everything runs on will not likely be 
particularly powerful.

All the clients will come from the local Ethernet LAN, which may or may 
not be connected to the Internet (if it is, it will probably be a slow 
connection).

Any quick-start recommendations to get me running in the right 
direction(s) would be much appreciated....
