I agree with Chris, WCS is the service you're looking for, though OGC tried its best to make it hard to use. Here is a sample requests, which use ArcGrid as the output format WCS 1.0 sample request: http://demo1.geo-solutions.it/playground/wcs?service=WCS&version=1.0.0&request=GetCoverage&coverage=DEM_Vulcano&bbox=14.91,38.465,14.912,38.467&crs=EPSG:4326&response_crs=epsg:4326&resx=9.019630470297116E-5&resy=9.019630470297116E-5&format=arcgrid The resx,resy are the resolutions of the output, they must be equal for arcgrid format to work.
