You'll need to use some mechanism outside the UI to get data to your server;
after that the Shapefile datastore configuration has a file browser to let
you choose files that are already uploaded.

The URI is arbitrary but expected to be unique; a good convention for that
is to ensure that each URI is a URL using your server's hostname.  But it
won't cause problems as long as each workspace has a unique URI.
