GeoServer 2.1.1 won't play well with a WMS 1.3 server.
Use this url forcing the 1.1.0 version instead:

I've just did so and it cascades fine with our test GeoServer (which is a
2.2.x, trunk, unstable
series though):

That said, GeoServer will reproject the map, but doing reprojection inside
GeoServer will
ruin the labels. Reprojection along with cascading works usually fine with
raster data,
introduces visible issues when using vector data, but makes labels
completely unreadable,
the problem is that GeoServer has only the pixels returned by the WMS to do
the reprojection,
and often reprojections stretch the pixels vertically or horizontally a lot
