Ok, in that case the source rasters in EPSG:4326 should be OK.
When I have faced misalignment problems with GWC and OpenLayers they have 
always been because GWC and client had somehow different settings for 
scales/resolutions. But it should not happen easily for you because you are 
using the standard EPSG:4326 and Google grids.
You could do another try with a less error-prone client than OpenLayers, but it 
would mean using uDig. It has a setting to read maps from from your GWC through 
WMS-C (tiling WMS server) system.  UDig is reading the tiling schema from your 
GWC and then there should be one opportunity less for things going wrong.

Does the raster layer overlay correctly if using geoserver WMS
