To make things more confusing the spec also says the default value for startIndex used in KVP requests is 1, see "Table 5 - KVP encoding of standard presentation parameters". The same table also says COUNT default value is 1 too, which does not make sense to me (if we don't specify a COUNT we get only one feature?)
