2.1.3 still uses old ImageIO-Ext 1.0.x series
More info on how to configure native libs for gdal extension here:
http://docs.geoserver.org/latest/en/user/data/gdal.html
I'll take care of updating the stable version's doc too as soon as I can.

Do you have some other libgdal deployed somewhere else?

You just need to unpack the archives somewhere on your disk and make sure
that the LD_LIBRARY_PATH is properly configured to refer to the lib folder.

That's is true for Geoserver 2.2.x or latest 2.1.x but not for 2.1.3 which
still use ImageIO-ext 1.0.x leveraging on gdal 1.4.5b

Check this part of the document:
http://docs.geoserver.org/latest/en/user/data/gdal.html#installing-gdal-native-libraries
