Good afternoon,

In production we are running GeoServer 2.0, and are trying to migrate to
new hardware and 2.1.3, but we are seeing some differences with GWC that
I have yet to find documentation on. The GWC tiles are generated
on-the-fly with Google map tile requests from our app. Which will
request tiles from level 01 to 22. No special geowebcache.xml file was
used to configure the cache.

With 2.0, GWC we have WMS layers tiled from level 01 to 22. 
With 2.1.3., GWC is only creating tiles up to level 18. Requests for
tiles levels 19-22 return blank tiles.

Old Setup:

2.0 on Oracle Application Server 10.1.3.1, Java 1.6.0_06

New Setup:

2.1.3 on Jetty (Windows binary install), currently Java 1.6.0_29-b11

I copied the entire geoserver data directory to the new server, and then
made the appropriate changes for server name, port, etc. No changes to
layer settings or styles were made.

What do I need to do to get it to again go up to level 22?
