Yeah, I believe the server is not respecting the version negotiation
protocol established by OGC
Maybe it's something we can work around, writing a OGC client often
involves 30% of the time
spent on writing code that works against a fully compliant server, and 70%
for workarounds on
what the server got wrong (this is especially true for more complex
protocols like WFS).
