It is rotated yes. It seems to me no more exagerated than having coordinates
flipped in vector data. Very inconvenient with the existing tools, but
that's how OGC wants it
and it has been inconvenient for WFS as well.

All the client calls I've seen prepare custom made request from javascript
front ends or other kinds of server side scripts, never going through a
proper WCS client.
