- Create your new Workspace with the geoserver dialog.
- Go to the %DATADIRECTORY%\workspaces and search your new Workspace
- Go to old workspace and copy the folder/layer you want to change to
the new Workspace.

I think you can just change the workspace field on the store; this should
change the workspace for all contained layers.
