Ok, for now we suppress advertising of global layergroups in their 
related workspace by having a dummy workspace with an empty 
(Java-properties-store) Layer and include that empty Layer as the bottom 
Layer in each global layergroup. Will not win a beautycontest but works 
for now...

I wonder if others find this "advertise in workspace"-option useful. 
Let's leave this for now.
