Is Javascript/browser ok when it accesses pre-rendered map image files on a 
local file system?

This is an approach where you could copy the cached tiles folder of GeoWebCache 
into your target device and use a special OpenLayers config to surf over these:

Other option: let GWC render its files into a standard "ZYX" file system 
structure as used for google and OpenStreetMap, tile servers. Then a "normal" 
OpenLayers Config similar to OpenStreetMap will work. We did that little 
patching trick to expose our rendered Data to the public.
