I, once again, second what Jukka said.

Original DTED ar 16 bits integers with a dynamic that is usually
compressed towards 0 (hence black) and this should be retained in the
final images.
Once you get a sample geotiff, publish it in GeoServer using a
colormap suitable for your data (start from this one as an instance
https://github.com/geosolutions-it/geoserver/blob/master/data/release/styles/dem.sld
) which will turn values into colors.

That said, I believe you should look into ether gdal_merge or
gdalbuildvrt to merge your files.
