I think I found the problem Oracle 10.2.0.3.0 /Oracle 11.2.0.3.3
SELECT SDO_TUNE.EXTENT_OF('VMPROP.POINT', 'SHAPE') FROM DUAL;
DB features time
Oracle10 19Mio >30mins and no result
Oracle11 19Mio 0.375 seconds
and guess what? Suddenly Geoserver has no problems finding a bounding box.
