Sorry to pull up an old thread. We just now realized that the feature limit
was on there and we have been offering our shapefiles for a month. (Yikes!)
Basically what I'm seeing is Geoserver isn't meant to be an FTP for
downloading shapefiles? The very thing we were excited about was being able
to serve nightly-updated data, but if people can't get the full data there's
no point. Could this be added to the documentation? Or maybe it is and I
didn't see it. 

We still have some clients using the WFS through ArcMap, which works great,
but now we have to go back to our old way of manually zipping the shapefiles
for public download.
