The problem is that people keep on mistaking the Layer Preview for something
more of what it is.
The WFS service allows you to download full files no problem, but the
preview
is just a _preview_, it's a facilitation to see the contents of the server,
but it's
not replacement for direct usage of the protocols.
If we left the preview download unbounded people clicking on the GML link
with large
layers would have their browser simply explode after receiving several
gigabytes
of XML.

All because you cannot make your own front-end to download the files?
Just create a page with links looking like:
http://host:port
/geoserver/ows?service=WFS&version=1.0.0&request=GetFeature&typeName=<typeName>&outputFormat=SHAPE-ZIP
