I had thoughts of building something like this into GeoServer, however the
current page layout of GeoServer
plays against it, one would have to start with a different CSS template.
But it should be doable.
Or, just have something fully browser based, and use the REST api to talk
to GeoServer (something better
left to someone eating javascript morning to evening)
