Hi David,
  The purpose of the URL was to test to see if your WMTS is working. If you
can see the XML, then it is.
What you need to do next depends entirely on what you want to do. If you
want an external application to use WMTS, then you use that URL (minus the
?request.. bit).

If you want to configure the WMTS - that can be done with the settings
pages under the "tile caching" section of GeoServer.

Although it is odd that you don't have a link to the WMTS GetCapabilities
on your GeoServer Admin page.
