Note that the java.library.path should refer to the paths of the folders
containing the libraries, instead of the path of the lib itself.
Moreover, since the latest TurboJPEG 1.3.0 installer automatically install
the TurboJPEG DLL on C:\Windows\System32, I would set
-Djava.library.path=C:\Windows\System32.
However, as a final note, that shouldn't be necessary anyway since
C:\Windows\System32 should be already in the path so you could try by
simply removing the -Djava.library.path line from your JAVA values.
