Security is a bit of a choose your own adventure in terms of defining roles
and users. You are intended to define roles that match your organisation's
structure after all.

The role administrator and role group admin can be consider the two levels
of access available for use of the geoserver administration web
application. You can nominate any of your roles to have these powers as
appropriate.

So I may make a "team_lead" group and assign it "group_admin". That way a
user given team_lead status would have the ability to login to *just* the
security section of GeoServer. They would not be able to publish new data,
but they would be able to manage their team members.
