Looks like the path to the file is wrong as it includes C:` twice I suspect GS is appending your path to the GEOSERVER_DATA_DIR folder, which looks like it is C:\GeoServer25\data_dir\styles\
I have used other SLDs from the OS with no problem, but I have not tried this one in particular.
