I just downloaded the SLDs from the OS and loaded the style called "OS MasterMap Topography (full colour style) - Topo Area.sld”.
It loaded, validated and submitted without problem. What version of GS are you using, though I don’t think that will be the problem? I am running on Linux not Windows but that can’t make a difference.
