maybe you can have a permission problem :

make you sure that the user that runs geoserver (tomcat?) can write and
read in the data directory.
If permission are ok, check the workspaces and styles directories inside
the datadir  to see if the configurations for the layers are avaliable (see
this:
http://docs.geoserver.org/stable/en/user/datadirectory/data-dir-structure.html
).
