Dear Bob,
there are a few options available for JPEG2000 support in GeoServer which
depends on which licenses you have (or not have :) ) access to.

The best options in terms of performance are Kakadu and ECW, both of them
are not free for serving JPEG2000 on the internet using GeoServer ( you can
read the licenses on their websites).
A good option is also MrSID which is free but not open source (freeware).

To use MrSID you can follow this instructions:

Basically there is an extra step since this is a separate plugin for GDAL,
you hence need to place the DLLs/SOs inside a folder and then tell the
GeoServer process where this is located by  pointing to it the
*GDAL_DRIVER_PATH*  environmental variable (see page above).

You might also want to check the GeoServer logs a message should tell you
whether or not the GDAL native libs have been located by GeoServer or not.
