Ben,

the wfs.xml reordering problem you describe has annoyed me since I
started using GeoServer. Please create a Jira issue to try to gather
support to fix it. You never know your luck.

Codehaus have not changed the Jira boilerplate. On their homepage they
have given the correct instructions:
http://jira.codehaus.org/secure/Dashboard.jspa
"Sign-up for a JIRA account
You will need to create an account in Xircles -
https://xircles.codehaus.org/signup/ - this became necessary to combat
spammers who had automated JIRA signups."

Please also see the large red box on our communications page (note the
link to Xircles):
http://geoserver.org/comm/
"To report an issue (or to follow an existing one) you’ll need to create
an account first <https://xircles.codehaus.org/>. As GeoServer is open
source, everyone is encouraged to fix bugs and submit patches. Even if
you are not a core developer, we welcome patches contributed through
GitHub pull requests, or attached to a JIRA issue. GeoTools has provided
step-by-step instructions for signing up and reporting an issue."

Kind regards,
