Hi John,
That's definitely not how it's meant to work. TMS and WMTS should
certainly generate any tiles that are not pre-cached. Someone else may
have encountered this before, but I wonder if it's the integration with
GWC.

It may also be worth confirming that the things you're requesting via
WMS-C are the same as the things you're requesting via TMS/WMTS? (as in,
image format, style, etc).
