It's somewhere in a CSW abstract spec as far as I remember.... yes, section
6.2.2, "OGC_Common catalogue query language".
It's really defined as a BNF, really tight, no examples.
What we are using today is ECQL, which is more general, but still does not
allow to setup the SRID:

If I had to add SRID support, instead of altering the syntax, I would
create a filter function that mimics the equivalent
postgis one:
http://postgis.net/docs/ST_SetSRID.html

Maybe giving it a signature like setSRS(geom, epsgCode), or something like
that, so that your filter would become:

DISJOINT(the_geom, setSRS(POLYGON((-90 40, -90 45, -60 45, -60 40, -90
40)), 'EPSG:4326'))
