Hi Chris,
the edit layer page is actually assembled at runtime from a variety
of plugins, there are panels that can go into the first two tabs,
and then you can plug-in as many extra tabs as you want.
I don't remember about a guide, but if you feel venturing into the code of
the "web"
modules check the hierarchy of PublishedEditTabPanelInfo
and LayerEditTabPanelInfo for tabs
(both implementation and registration in the Spring context), and
LayerConfigurationPanelInfo
and ResourceConfigurationPanelInfo for plugins plugging in the first two
panels
