Hi,
I see you are pointing back to external files for metadata access so...
what is it that your url rewrite filter is adding,
that the GeoServer INSPIRE extension does not do? I see what looks like a
larger INSPIRE section at the top.
If anything mandatory is missing I'd open a ticket about it.
