Yes, the global lock is required in all stable series to avoid the
configuration turning down into an unreadable soup,
since the catalog subsystem is not thread safe. So, if you have a REST
request that takes a lot of time (hours?),
or a long sequence that take significant time (e.g., tens of seconds)
you'll effectively lock down both REST
and user interface (unless you're very patient, and wait while and stop
sending requests).

The catalog subsystem in the development series, 2.12.x uses more granular
locks (grabs locks only
when actually writing on the configuration, now while uploading files or
computing bboxes), are you
interested in trying it? You'd likely be the first, I'm curious to hear
some feedback on that work :-)
