Yes I agree with you, a more meaningful message should be returned.
Unfortunately with the current XML parsing machinery this not always
evident to do.

Is not up to me to decide to allow or not allow the non-compliant
namespaces, we are a community, but I'm personally in favor of it :)

  * make the remote server be compliant with WMS 1.1.1
  * make GeoServer capable of accepting this non compliant capabilities document
