Thanks for all the feedback on this issue. I think we have found the reason for 
this issue, and I have notified the service provider about the non-compliance, 
so hopefully it will be fixed soon.

Yep, the code should just ignore the legend, since it's expressed in the wrong 
way, and move on (I would not make a special case for http vs https, there is a 
million way to add typos in the namespace name).
Can you open a ticket about it?
