Solved by Brad,
File permission issue, after uploading (copying) shape files to GeoServer the
files need ReadWrite permission.

Hi,
I am learning GeoServer, following this tutorial
http://docs.geoserver.org/latest/en/user/gettingstarted/shapefile-quickstart/index.html
to add my first layer which is a shape file I downloaded from
https://www.data.brisbane.qld.gov.au/data/dataset/tracks-and-trails
After following the tutorial and press Save this is the error I have
