Hum, just did a quick test with:

which seems valid.
When opening the shapefile with qgis 3.8 I don't get an "unkonwn crs"
message, but get a bizzarre dialog asking me to
choose the datum shift options.. when the WKT is explict about which set to
use already:

So odd behavior, but apparently not the same one.
