GeoServer is more for sharing the resulting dataset ... collecting the dataset (tracking the devices) is a different challenge!
GeoServer does offer the ability for clients to store data using the Web Feature Service Transaction <https://docs.geoserver.org/latest/en/user/services/wfs/reference.html#transaction> operation, so perhaps your clients could provide updates through GeoServer.
