A FOSS4G event will happen in Boston in August (http://2017.foss4g.org).
I would like to submit a talk about referencing issues, in addition to
another talk about Apache SIS. The talk about referencing issues would
not be related to a particular project. Below is the proposed abstract.

Referencing by coordinates issues in open source softwares

Referencing by coordinates are a critical foundation for geospatial
softwares and is sometime though as a resolved problem. But pain points
still exist both because of limitations in existing standards (some of
them to be addressed in ongoing revisions), and because of the way some
popular open source softwares implement the current standards.
Geospatial users are facing interoperability issues caused by
conflicting conventions on axis order, or by differences in
interpretation of Well Known Text (WKT) version 1 (e.g. projection
names, or scope of units of measurement other than degrees and metres).
Errors happen because of the use of coordinate operations that are valid
in a different geographic area. Smaller discrepancies exist because of
implementation strategy choice, in particular the "early-binding" versus
"late-binding" approaches. Advanced users face the lack of standard way
to express temporal axis and pressure measurements in WKT 1, and
pitfalls in definitions of planetary CRS.

In this presentation we will review the current situation in light of
the history of OGC standards. We will introduce Well Known Text 2 (ISO
19162) as a way to resolve many of above issues. We will discuss the
risk of using map projection library as a black box and the importance
of metadata allowing users to estimate the relevance and accuracy of
their coordinate operations.
