Yes, Apache SIS moved to Coordinate Reference System (CRS) Well Known
Text (WKT) 2 early. I also hope to update it to the new ISO 19111
revision quickly after its approval. For other open source projects, I'm
still working on the "WKT2 parsing for Proj4 using SIS" demo (I was
hopping to finish it yesterday, but have been delayed).

In Apache SIS we use EPSG on PostgreSQL, Derby or HSQL at user's choice.
Not yet on SQLite, but this may happen as a side-effect of the Google
Summer of Code work on Android. Maybe other open sources project already
use EPSG on SQLite, but I do not know which one. However the Proj4
community had a discussion 2 years ago about replacing their CSV files
by EPSG on SQLite [1]. But I'm not aware of progress done since that
discussion.

Yes, I would I would like to see such Testbed. OGC already has some
material in GeoAPI that can be used as a starting point, if desired. I
could help adapting them to Testbed needs. How should we processed for
making such proposal?
