Switch the build system to Maven 2
----------------------------------

         Key: GEOT-691
         URL: http://jira.codehaus.org/browse/GEOT-691
     Project: GeoTools
        Type: Wish
  Components: admin
    Versions: 2.2.M1
 Reporter: Martin Desruisseaux
 Assigned to: Martin Desruisseaux
    Priority: Minor

Maven 2-beta-2 is out (http://maven.apache.org/maven2/download.html) and seems
to work pretty well. My trial on GeoAPI and on gt/module/referencing suggest
that Maven 2 is faster than Maven 1, and transitive depedencies is a real plus.
It also seems easier to configure, except for the javacc and jjtree plugins
which are non-standards. I'm trying to get javacc to work on gt/module/main
right now. In case of success (and if there is no objection), I plan to commit
the Maven 2's pom.xml files to Geotools's SVN. They do not conflict with Maven
1's project.xml files. Maven 1 users can ignore pom.xml files, and peoples
wanting to try Maven 2 should be able to do that very easily.

Right now, javacc is a blocker issue since it is required for building
Geotools's main module. But I hope to find some workaround.
