About the 2.2 release, after the truncated javadoc issue (I plan to let it as is for now. Will try to get something better with Maven 2), I just noticed that the geotools-src-2.2.M1.zip file do not contains the module/main/modified-src directory, which prevent "maven build" to work on the unzipped sources. I will probably add this missing directory by hand instead of hacking Maven 1 configuration (keeping in mind that I prefer put energy on Maven 2 configuration).

What do you mean by "geoapi Code interfaces"? Do you means the Feature interfaces in org.geotools name space?

I have no objection about splitting coverage in the same branch than core interfaces. And I think that we can wait for yours merge :)
