Add the Equidistant Cylindrical map projection.
Code to implement this projection was written by John Grange and commited to
trunk by Martin. This jira task is just for book keeping.
Issues to complete:
- testing
- parameter confusion (ESRI and Mr. Snyder disagree with the EPSG)
- add elliptical formulas (equations in EPSG guidebook #7)
