How small is 'reasonably small?' I think the referencing package should
be as small as possible, so that users can easily include in any apps,
including applets. I don't know this stuff too well, but would users
ever want like just a portion of the auto factory? Like only want to
support a few projections, and since they don't need the extras would
leave them out to keep their download small?

The AUTO factory contains only 5 codes at this time (AUTO:42001 to AUTO:42005 inclusive). The compiled class files (uncompressed) are 17.2 kb.

I don't know however if this AUTO factory may growth a lot in the future. The 5 above-cited codes are already all the codes cited in WMS 1.3.0, so there is no more code to add right now (the WMS spec is tiny regarding CRS).
Note they do a straight duplication of AUTO and for WMS 1.3.0 as AUTO2 (I looked and could not see what they changed) Martin, rolling these into referencing would not be bad, I don't think this set will grow.
