a more appropriate place.

This is ISO 19115. The implementation lives in the referencing module for now because metadata and
referencing are somewhat related. But it would be nice to keep a distinct JIRA category from
referencing, because they are different ISO spec (and maybe metadata will move in its own module at
some point in the future, if there is a need for that).
